The implementation and Evaluations in launching Hangeul.kr

- Background

1) Technical Trend

IETF(Internet Engineering Task Force) has registered 3 standard documents as a Proposed Standard, and they are currently working to register 3 standard documents as an Internet Standard. - An IDN Connect- Compatibility Test was administered on the internet from Sept. 23, 2003 through to Sept. 27, 2003.

ICANN(Internet Corporation Assigned Names and Numbers) published its Guidelines for the Implementation of Internationalized Domain Names (version 1.0) for Registry in contract with ICANN.

JET(Joint Engineering Team) suggested the implementation of the Internationalized Domain Name Registration and Administration Guideline for Chinese, Japanese, and Korean to IETF.

2) Aim

To fulfill the responsibility of internet resource management
- By means of introducing the global standard of internationalized domain names to KR domain
- By participating in the international trend of employing mother tongue characters as a
domain name
- By implementing new standards and developing new technologies in order to elevate
the reputation of KR domain To increase thenumber of internet users
- By means of eradicating the breach in information for those who might not otherwise be
familiar with English characters, such as elders or children, through the use of Hangeul as a
domain name
- By means of enhancing cultural pride To expand utility of the domain by bringing Hangeul brand
names, and sentences into play as the domain name

- Registration Policy

1) Hangeul.KR operates as the 2nd level (ex: Hangeul.kr)

2) Structure

Hangeul characters must be included in the Hangeul.KR domain name (at least 1 character) Range of available characters
- 2,350 Hangeul syllables
- Alphabet (A-Z, a-z)
- Numbers (0-9)
- Hyphen (-) The domain name that utilizes Hangeul characters must contain more than 2 and less than 17 characters

3) Restricted Word Policy

KRNIC has restricted words that can not be registered as the domain name, in order to stabilize management of the domain name and to protect public interest Words for potential public domain names have been restricted for future use

- Obscene words, abusive words, and sex related words (60)

An affiliated professional committee, and a Public hearing, will determine the list of obscene words

4) Sunrise Period Policy

Registration for reserved words

- Registration qualification: Organizations included in a reserved word list

Public hearing, as below, defines the range of reserved words,including public organizations and governmental projects

Registration
- If there is more than 1 valid trademark for 1 domain name, the registrant is determined via draw
- A trademark is prior to a company name when in competition for a domain. In a draw situation,
a first and second winner may be selected

- Service Environment

1) Distribution of the Plug-In program

Application vendors have not yet employed IETF IDN standards, therefore

KRNIC distributes a plug-in program to convert Hangeul domains to Punycode in order to
accommodate name server query

KRNIC distributed VeriSign plug-in, which is distributed in Korea for Hangeul.com/net Rationale
for distribution of the VeriSign plug-in

Since VeriSign plug-in is currently in widespread distribution, user need not install the plug-in
program additionally

Both the Registry and the Users prefer a single plug-in program

KRNIC is not responsible for the upgrade and operation of the VeriSign plug-in program, therefore,
KRNIC is not responsible for its expense

The plug-in program will be used temporarily, until application vendors adopt IDN standards

2) Running KR name server

Name delegation is permitted for expanding domain name space

3) Support supplementary tools

Server convenience is promoted by offering a Code converter, Encoding website, Encoding tools to operators of name server, web server, mail server

4) Support application vendor for expanding service environment

Conduct a Hangeul domain briefing on behalf of the application vendor (Feb. 20, 2003) as well as distribute interrelated librry material for IDN development via mailing list
